Preheat oven to 375°F (190°C). Lightly grease a baking dish.

Make the meatballs:
In a bowl, combine ground beef, egg, breadcrumbs, garlic, parsley, salt, pepper, paprika, and milk. Mix gently and form small meatballs (about golf-ball size). -
Brown the meatballs (optional but recommended):
Heat olive oil in a pan over medium heat and brown meatballs on all sides (about 5–7 minutes). They don’t need to cook fully. -
Layer the bake:
